It does not depend on your family&#8217;s income. And a great many families who qualify have never applied, simply because nobody told them it existed.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>It is called the Family Empowerment Scholarship for Students with Unique Abilities, FES-UA for short, and it is administered by an organization called Step Up For Students.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>It also comes with one important condition that almost nobody explains. It is at the end of this article. There is no copay, no deductible, no prior authorization, and no provider network in the traditional sense. By accepting the scholarship, your child becomes a&nbsp;<strong>parentally placed student<\/strong>&nbsp;in private education or homeschool. Under federal special education law, that means&nbsp;<strong>the school district is no longer obligated to provide a free appropriate public education<\/strong>, known as FAPE.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>In plain terms: you may be trading the services the public school would provide under an IEP for an amount of money that you manage yourself.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>Two things soften this:<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:list --><\/p>\n<ul class=\"wp-block-list\"><!-- divi:list-item --><\/p>\n<li>A student on FES-UA\u00a0<strong>can still use individual services<\/strong>\u00a0from the public school, a class or an activity, but by contracting and paying for them, with the scholarship or out of pocket.<\/li>\n<p><!-- \/divi:list-item --><\/p>\n<p><!-- divi:list-item --><\/p>\n<li>Your child may still be entitled to\u00a0<strong>some<\/strong>\u00a0district special education services if they keep a current IEP identifying the need. That is not the same as full FAPE.<\/li>\n<p><!-- \/divi:list-item --><\/ul>\n<p><!-- \/divi:list --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p><strong>Families it tends to work well for:<\/strong><\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>Families already in private school or homeschooling. Families already paying for therapy out of pocket. Families with a three or four year old who is not yet in the public school system. And families receiving considerably less from the district than their child needs.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p><strong>Families who should think hard about it:<\/strong><\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>Families with a solid IEP, real services, and a school that is working. Trading that for ten thousand dollars can go badly.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>No clinic should make this decision for you, and certainly not us. But you should make it knowing the trade-off exists, because a lot of families make it without knowing.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:heading --><\/p>\n<h2 class=\"wp-block-heading\">How to apply<\/h2>\n<p><!-- \/divi:heading --><\/p>\n<p><!-- divi:list {\"ordered\":true} --><\/p>\n<ol class=\"wp-block-list\"><!-- divi:list-item --><\/p>\n<li>Gather your documentation: proof of age, proof of Florida residency, and the diagnosis or the IEP.<\/li>\n<p><!-- \/divi:list-item --><\/p>\n<p><!-- divi:list-item --><\/p>\n<li>Apply at\u00a0<strong>stepupforstudents.org<\/strong>. The whole process is online, and the site is available in Spanish.<\/li>\n<p><!-- \/divi:list-item --><\/p>\n<p><!-- divi:list-item --><\/p>\n<li>Wait for the eligibility determination.<\/li>\n<p><!-- \/divi:list-item --><\/p>\n<p><!-- divi:list-item --><\/p>\n<li>If you are approved, the money arrives in the account quarterly.<\/li>\n<p><!-- \/divi:list-item --><\/p>\n<p><!-- divi:list-item --><\/p>\n<li>Choose approved providers and pay through the platform.<\/li>\n<p><!-- \/divi:list-item --><\/ol>\n<p><!-- \/divi:list --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p><strong>Apply as soon as the window opens for the school year.<\/strong>&nbsp;Funds and spots are not unlimited, and applying late has real consequences.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:heading --><\/p>\n<h2 class=\"wp-block-heading\">It can be combined with insurance<\/h2>\n<p><!-- \/divi:heading --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>Almost nobody knows this one either.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>Having the scholarship does not mean giving up your health insurance. Many families use insurance for what insurance covers, and the scholarship for what it does not: the sessions beyond the authorized cap, the discipline their plan does not include, or the stretch of time while an authorization is pending.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:paragraph --><\/p>\n<p>If you have both, tell the clinic from the start so billing is set up properly and you are not spending scholarship money on something insurance would have paid for.<\/p>\n<p><!-- \/divi:paragraph --><\/p>\n<p><!-- divi:heading --><\/p>\n<h2 class=\"wp-block-heading\">In short<\/h2>\n<p><!-- \/divi:heading --><\/p>\n<p><!-- divi:list --><\/p>\n<ul class=\"wp-block-list\"><!-- divi:list-item --><\/p>\n<li>Money from the state of Florida for therapy, managed by the family.<\/li>\n<p><!-- \/divi:list-item --><\/p>\n<p><!-- divi:list-item --><\/p>\n<li>Ages 3 to 22, with a qualifying diagnosis. Under federal special education law, that means&nbsp;<strong>the school district is no longer obligated to provide a free appropriate public education<\/strong>, known as FAPE.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>In plain terms: you may be trading the services the public school would provide under an IEP for an amount of money that you manage yourself.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Two things soften this:<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li>A student on FES-UA\u00a0<strong>can still use individual services<\/strong>\u00a0from the public school, a class or an activity, but by contracting and paying for them, with the scholarship or out of pocket.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Your child may still be entitled to\u00a0<strong>some<\/strong>\u00a0district special education services if they keep a current IEP identifying the need. That is not the same as full FAPE.<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p><strong>Families it tends to work well for:<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Families already in private school or homeschooling. Families already paying for therapy out of pocket. Families with a three or four year old who is not yet in the public school system. And families receiving considerably less from the district than their child needs.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Families who should think hard about it:<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Families with a solid IEP, real services, and a school that is working. Trading that for ten thousand dollars can go badly.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>No clinic should make this decision for you, and certainly not us. But you should make it knowing the trade-off exists, because a lot of families make it without knowing.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading -->\n<h2 class=\"wp-block-heading\">How to apply<\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:list {\"ordered\":true} -->\n<ol class=\"wp-block-list\"><!-- wp:list-item -->\n<li>Gather your documentation: proof of age, proof of Florida residency, and the diagnosis or the IEP.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Apply at\u00a0<strong>stepupforstudents.org<\/strong>. The whole process is online, and the site is available in Spanish.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Wait for the eligibility determination.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>If you are approved, the money arrives in the account quarterly.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Choose approved providers and pay through the platform.<\/li>\n<!-- \/wp:list-item --><\/ol>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p><strong>Apply as soon as the window opens for the school year.<\/strong>&nbsp;Funds and spots are not unlimited, and applying late has real consequences.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading -->\n<h2 class=\"wp-block-heading\">It can be combined with insurance<\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>Almost nobody knows this one either.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Having the scholarship does not mean giving up your health insurance. Many families use insurance for what insurance covers, and the scholarship for what it does not: the sessions beyond the authorized cap, the discipline their plan does not include, or the stretch of time while an authorization is pending.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>If you have both, tell the clinic from the start so billing is set up properly and you are not spending scholarship money on something insurance would have paid for.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading -->\n<h2 class=\"wp-block-heading\">In short<\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li>Money from the state of Florida for therapy, managed by the family.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Ages 3 to 22, with a qualifying diagnosis. Not based on income.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>An IEP\u00a0<strong>or<\/strong>\u00a0a medical diagnosis works.
